Shoddy Government Works - how to improve

Recently our road was laid with drains on both sides and metalled. But the slabs for the entrance to our house over the drain - they did not do it and we had to get done ourselves. This started me thinking of this blog. Should we not know what is the scope of work the contractor has been awarded?

It is good that we can approach the RTI later to get the info. But why can't it be made public in the first place? So that it serves as a deterrent for any unscrupulous contractor or Government servant? I think these things are to be made public
(1) Scope of work
(2) Timeframe allocated
(3) Amount involved for the contract
(4) Any penalty/bonus clause
(5) Work progress, payment releases
I also think that one or 2 prominent members of the individual roads have to be involved and they have to certify the bills (non-political individuals) and their names also have to be published somewhere the common man can see.
